Security Licensing Division

Chief, SLD 

  • Responsible for the processing of all private security personnel and agency licenses.
  • Prepare the necessary recommendations for approval/cancellation of processed and current license records.
  • Maintain and update applications and license records.
  • Review licensing systems and prepare necessary recommendations for amendment, revision or revocation of same.
  • Perform other tasks as directed.

 

Assistant Chief, SLD 

  • Assist the C, SLD in all matters pertaining to license processing.
  • To recommend to C,SLD the endorsement of corporate names of proposed agency to appropriate authorities.
  • Recommends to the Chief, SLD the approval/disapproval of all types of applications pertaining to licensing matters.
  • Assist the C,SLD in the supervision of the day-to-day activities of the Records, Agency Licensing, Personnel Licensing Sections, Computer & IT and ID Production. 
  • Perform other duties as the C,SLD and the approval other superior officers may direct

 

Chief, Security Personnel Licensing Section 

  • Responsible for the overall supervision and monitoring of the activities of the section.
  • Supervise personnel of the section in the performance of their respective duties and responsibilities.
  • Affix signature at the lower portion of the Order of Payment (OP) before transmitting to the land bank.
  • Perform other duties as Chief, SLD and other superior officers may direct.

 Action PNCO 

  • Responsible for the supervision of all PNCO’s, NUP’s of the section.
  • Supervise the preparation of Order of Payment (OP) for new and renewal of applications for licenses to exercise profession of security personnel.
  • Responsible for all other communication for appropriate action of the Chief, PLS.
  • Perform all other duties as the Chief PLS may direct.

 Action PNCO/Processor 

  • Responsible in the processing of all submitted applications for new and renewed of security licenses.
  • For the verification of the completeness/authenticity of documentary requirements of all applications for new and renewal of licenses to exercise profession of security personnel.
  • Perform other duties as the Chief PLS may direct.

 Data Controller/Clerk 

  • Responsible for encoding of applications for new and renewal of licenses to profession of security personnel.
  • Responsible for encoding of all forms of communications.
  • Responsible for keeping of documents.
  • Performs all other duties as the Chief PLS may direct.

 Chief, Agency Licensing Section 

  • Supervise the processing of application for: temporary, renewal and new regular License To Operate (LTO) of Private Security Agency, Company Security Forces and Government Security Forces (PSA/CGF/GSU).
  • Maintain list of PSAs with executed affidavit of undertaking and supervise notification to their respective compliance and endorse the same to the Office of Complaint and Investigation Section for non
  • Supervise request for change of name of PSA, change of PSA address, change name of licensee and change category to corporation, partnership or single proprietorship.
  • Maintain a database of approved License to Operate.
  • Supervise request for the issuance of a Cease to Operate (CTO).
  • Maintain list of PSA with issued Ceased to Operate.
  • Supervise the application for a request to purchase and or transfer of firearms.
  • Perform other task as the Chief, SLD and Chief, SOSIA may direct.

 Action PNCO 

  • Assist the processing of all submitted applications for temporary, renewal and new regular License To Operate of PSAs, PDAs, CGFs and GSFs.
  • Assist in the processing of submitted applications for: Change of Business Name, Change Name of Licensee, Change of Address and Transfer/Purchase of Firearms.
  • Identify PSA with executed affidavit of undertaking and monitor their
  • Assist the endorsement for the issuance of CTO.
  • Assist processing request for purchase/transfer of Firearms.
  • Assist the proper maintenance of record keeping.
  • Perform other duties as the Chief, ALS may direct.

 Encoder 

  • Responsible for the recording and encoding the data of the approved LTO and other Changes of a particular PSAs, PDAs, CGF & GSFs.
  • Release approved LTO to the applicant /representative.
  • In charge of filing of all office & applicant documents.
  • Perform other duties as the Chief, ALS may direct.

 Courier 

  • Receive and dispatch all communications of concern offices.
  • Responsible for photocopying required documents.
  • Perform other duties as the Chief, ALS may direct.

 Chief, Records Section 

  • The primary function is to assist C, SOSIA in records keeping and maintain/update registry/license records of all PSAs, PDAs, CGFs, GSFs and security professionals nationwide.
  • To represent C, SOSIA in court appearance and to testify and presents the records documents of PSAs, PDAs, CGFs GSFs and     security personnel involved on the  admin case relating to IRR of RA 5487 as amended.
  • To perform other duties as C, SOSIA and other superior officers may direct.
  • Over all administrator and Supervisor of the registry of the records section.
  • Over all in charge of the maintenance and security of all records of PSAs, PDAs, CGFs, GSFs and Security Professional nationwide.
  • Authenticates documents for LTO and Individual certifications.
  • Validates and confirms SEC endorsement.
  • Perform other lawful tasks as the superior may direct.

 Court Duty Officer

 IT Officer 

  • Act as System Administrator and Technical support on IT matters.
  • Assists the Chief, SLD in the implementation of developed
  • Develops and designs application programs based on end-user requirements.
  • Assist the Chief, SLD in the over-all supervision and management of personnel assigned in the Computer and Information Technology (CIT).
  • Prepare/draft plans, programs, monthly statistical report for notation/approval of Chief, SLD prior to signature of Chief, SOSIA.
  • Perform other office duties as Chief of Office may direct.

 Chief, Clerk 

Assist the Chief, CIT in the over-all supervision and management of personnel assigned in the Computer and Information Technology.

 Team Leader Liaison 

Assist the IT Officer in the supervision of encoding of security personnel’s thru liaison to computer system for update/storage.

 Team Leader Walk-in 

Assist the IT Officer in the supervision of encoding of security personnel’s thru walk-in to computer system for update/storage.

 Team Leader SAGSS 

Assist the IT Officer in the supervision of encoding of personnel’s in FESAGS to computer system for update/storage.

 Chief Clerk/SMO 

  • In charge in the supervision of punctuality of Records personnel.
  • Asst the Chief, Records Section in the implementation of orders from higher headquarters.
  • Attend court hearing to present documents as required by the Court Verify the documents pertaining the application for new and renewal of LTO.
  • Check completeness of data of Monthly Disposition Report submitted by the PSAs.
  • Perform other functions as directed by immediate superior.

 Action PNCO 

  • Evaluate all communications received by the Records Section and take actions as needed by the communication.
  • Prepare/draft/letters and memorandums for dissemination of directives for Chief, SOSIA to all PSAs.
  • Prepare letters to other government agencies/inter-agencies.
  • Prepare letters of violations to PSAs based on the submitted MDR.
  • Monitor the submission of Monthly Disposition Report of PSAs and check to ensure that all PSAs are submitting the required MDR.
  • Otherwise, letter of violation will be sent to PSAs who failed to submit the same.
  • Prepare Certifications for License to Exercise Security Profession (LESP).
  • Perform other duties and responsibilities as directed by immediate superior.

 Records Custodian 

  • Encode data and LTO of PSAs, CGFs, PDAs and GSUs.
  • Update Records of all PSAs, PDAs, CGFs and GSUs pertaining to     renewal/expiration of LTO. Maintain/arrange records files in the filing cabinet.
  • Prepare list of Security agencies nationwide.
  • Conduct inventory and submit report to Chief, Records.

 Clerk/Bookbinder 

  • In charge of the profiling of the approved LTO.
  • Arrange the alphabetical filing of the MDRs at the records room.
